TVA Fly Ash Project

ESC contracted with E2, Inc., headquartered in Charlottesville, VA, to provide services as the Interim Technical Advisor to the Roane County Citizens Advisory Group in Roane County, TN. In 2008, a TVA slurry dam burst, allowing 5.4 million cubic yards of fly ash to spread across 300 acres and completely fill a section of the Emory River. In response to the accident, citizens affected by the disaster formed the Roane County CAG.

During the course of November and December 2009, ESC worked with the CAG to provide factsheets and technical comments on TVA’s Engineering Evaluation/Cost Analysis Work Plan for the Non-Time Critical Removal Action as well as its Community Involvement Plan. ESC also visited the community on three occasions – to attend the agencies’ Availability Session; to meet with the CAG and take a site tour; and to give a presentation at their first community meeting. Our work was conducted under EPA’s TASC Program and concluded in December at the end of the public comment periods on the two documents. The Roane County CAG is currently in the process of retaining a permanent Technical Advisor.
